Paying for it
FEMA doesn’t fund CERT programs directly. Most counties build a stack: one recurring source for the coordinator, and one-time grants for equipment.

- 50% — cash or in-kind volunteer time
- Usual timing
- NC county cycle has run October–December
FEMA’s FY25 notice names staffing CERT positions and CERT member clothing as allowable. Nonprofits can’t apply; the county does, and documented volunteer hours can be the match. The one source that recurs every year.

Usually not a fit
- Golden LEAF
- Lists emergency services, operating support and equipment replacement as low priorities.
- Helene CDBG-DR (Renew NC)
- No planning or public-service activities funded.
- HMGP (DR-4827)
- North Carolina limited it to generators, warning systems and storm shelters.
- BRIC
- Capability building narrowed to building codes and infrastructure.
- A federal CERT or Citizen Corps grant
- There isn’t one. FEMA does not fund CERT programs directly.
- Home-repair disaster funds
- Scoped to rebuilding homes, not preparedness.
Set these up before any award arrives
Three habits that help
- Confirm the cycle is open on the funder’s own page before writing a word — and note the date you checked.
- Describe the program as community preparedness and volunteer capacity. Some funders exclude “emergency services.”
- Write down every “no” and why. It saves the next person from repeating it.
