When a county joins neighbors that have already built the training, radio plan and equipment specifications, the first year comes down to about $82,000 in Avery’s estimate — roughly 35% less:

LineAmountWhy it’s lower
Coordinator, 0.25 FTE (shared regional support)$20,000A regional program manager carries governance across counties
Instructor stipends$6,500Instructors already trained — no Train-the-Trainer travel
Member protective kits, 60$11,700Joint purchasing
Communications$13,000Regional radio plan already designed
Cache and trailer$19,800Specification already built; joint purchase
Credentialing, manuals, exercises$6,000Exercises and curriculum already produced
Program operations$5,000Shared software and outreach materials
Per county$82,000

What isn’t in these numbers

The training itself is free — FEMA and the state provide the courses. Avery’s total sits close to the best published comparable, Carson City, Nevada’s approved CERT budget of $118,090.
